Development of Unmanned Traffic Management (UTM)

International Civil Aviation Organization (ICAO) defines UTM as a specific aspect of air traffic management which manages UAS operations safely, economically and efficiently through the provision of facilities and a seamless set of services in collaboration with all parties and involving airborne and ground-based functions.

2. Our goals

We aim for developing a system that provides UTM through the collaborative integration of humans, information, technology, facilities and services, supported by air, ground or space-based communications, navigation and surveillance.

  1. To design and develop a UTM system prototype with standardized specifications, undergo testing, and be ready for implementation. This system will be used by responsible government agencies or service providers to offer unmanned aerial traffic management services to users and unmanned aerial vehicle operators immediately. 
  2. To enhance capacity and capability in efficiently supervising and ensuring the safety of unmanned aerial traffic in accordance with international standards. (UTM for drones operations)
  3. To develop tools that support government agencies in adopting suitable and prepared technologies for supervising, overseeing, and implementing policies related to airspace utilization to ensure maximum safety (UTM for regulations implementation).
  4. To strengthen capabilities and foster competitiveness in utilizing technology and innovation in the field of unmanned aerial vehicle operations, in order to maximize benefits for the industrial, economic, and societal sectors (Enabling UAS industry by UTM).

3. Expected outcomes

Short-term:

1) To develop technology that supports UTM operations and tools, as well as algorithms for various analyses, to facilitate the full and efficient use of unmanned aerial vehicles (UAVs) in the country, ensuring effectiveness and safety.

Medium-term: 

2) To develop a collaborative framework for UAV operations in Thailand, considering the context of domestic usage and adhering to regulations and policies governing airspace management, to enhance coordination and operational practices.

3) To prepare the UTM system for practical application, enabling the provision of services to UAV users and operators in various forms within the country, while providing a central tool that facilitates compliance with national policies and laws.

Long-term: 

4) To enhance the country’s capacity in UTM technology by utilizing domestic personnel, leveraging existing infrastructure, and capitalizing on the technology heritage of the country that can be integrated into the manufacturing process. This aims to reduce costs, enhance competitiveness in the utilization of UAV technology, and enable sustainable development and technological self-reliance in Thailand.

4. Achievement

Project Amethyst is an ongoing development one-stop-service web-based application. The design principle is based on oriented-service architecture and modular web design. We demonstrate cutting-edge technologies that provide the solution of highly efficient and safety for not only drone operations, but low-level airspace activities. Our foundation services are listed below.
